Patrick was initially educated at Aravon in Bray, Wicklow and from there to the Royal Naval College in Dartmouth. Patrick joined the Royal Navy in 1932 as a Midshipman . Meanwhile Patrick had also became Companion of the Order of the Bath (CB) in 1964. In 1965 he was made Admiral President of the RN Staff College at Greenwich. He was invested as Knight Commander of the British Empire (KBE) on 29/10/1968.

Notwithstanding, he was also awarded the Legion of Merit, Legionnaire by the U.S. The Legion of Merit is one of the U. S. military's most prestigious awards, ranking just below the Silver Star, and ahead of the Distinguished Flying Cross. It is one of only two decorations to be issued as neck wear, the other being the Medal of Honor. It is also the first U.S. medal to be awarded to citizens of other nations for their outstanding service, fidelity, and loyalty in combat or non-combat positions.

Patrick died 01/05/1998 at Dunning House, Liphook, Hants. He is commemorated on a plaque on the wall of the St Mary’s Church of Ireland, Nenagh, dedicated to the Bayly family.
